How to allow blocked content when accessing local web pages
With Windows XP SP2, Internet Explorer blocks JavaScript pages
when executed on locally ( = from your hard drive, not online as web
page) usually. However, if you still are getting the error with a message that says: "To help protect your
security, Internet Explorer has restricted this file from showing active
content that could access your computer" (as shown in the screenshot below):

simply, right-click on the information bar and
select "Allow Blocked Content".
